CAP flying missions for Determined Promise 04 exercises in California, Virginia
|

MAXWELL AFB, Ala. Civil Air Patrol continues to provide support for the Determined Promise 04 homeland security exercise now underway in California and Virginia.
Both the California and Virginia CAP wings are using satellite digital imaging systems (SDIS) to capture aerial images of simulated terrorist attack sites in those states. CAP members are able to transmit these images in near real-time from the aircraft via laptop computer and satellite phone connections.
The CAP California Wing, operating under the state's Golden Guardian initiative, has provided communications and public information support for a variety of agencies involved in the exercise since Thursday, including NORTHCOM, NORAD, FEMA and various state agencies.
CAP members in California have been able to meet all mission requirements thus far with one aircraft, although other SDIS-equipped aircraft are available if needed. Yesterday, the California Wing provided images for a simulated train derailment scene in the Oak Park area of Ventura County.
In Virginia, CAP is continuing to use its SDIS-equipped aircraft to provide aerial images from the Richmond area. Attacks are simulating the release of poisonous gases and truck bomb explosions in populated areas.
Besides providing aerial reconnaissance and imaging support, the Virginia Wing is also providing public information support through its network of public affairs officers.
All CAP members participating in the exercise are trained civilian volunteers who actually live and work in the areas affected by the simulated attacks. "Our members volunteer their own time and resources to receive the training necessary to perform these missions," said Lt. Col. Richard Moseley, CAP, acting commander. "We're glad we can contribute to the protection of our own communities."
The Determined Promise 04 exercise will continue through Tuesday. CAP will participate with other agencies in follow-up briefings to analyze results and further refine the emergency operations and communications plans.
Updates on CAP’s activity in Determined Promise 2004 will be provided as new information becomes available.
