NATIONAL HEADQUARTERS
An Administrative Support Team that Serves CAP Members

NHQ BuildingCivil Air Patrol National Headquarters is located at Maxwell Air Force Base, Ala. A staff of about 100 supports the nearly 57,000 members throughout the nation with a variety of services.

Also supporting members are the National Operations Center, also at Maxwell AFB, and the National Technology Center in Richmond, Va.

Active-duty members of the U.S. Air Force are assigned to national headquarters for assistance and oversight, since CAP is the civilian Air Force auxiliary. CAP-USAF staff members are directed by the senior Air Force advisor, and include officers who oversee information and financial management, legal issues, logistics, aerospace education and training, cadet programs, safety and operations.

An executive director heads up the CAP headquarters directorates. These include services related to operations, logistics and mission resources, aerospace education, chaplain services, membership services and cadet programs, communications and planning. The executive director also oversees the general counsel’s office, financial management, safety and strategic partnerships.

All CAP headquarters staff members are civilians, although some are former or retired members of the Air Force or other branches of the armed forces.

Many of CAP’s mission taskings go first through the National Operations Center at headquarters for coordination with other agencies and CAP units. Headquarters also handles contracting and procurement, audits and financial management, training for public affairs officers in the field and national media relations. Other staff at headquarters support professional development, aerospace education, cadet programs and three national conferences each year.

Headquarters also hosts national officer schools for adult members and cadets. One of the most popular is the National Staff College, a high-level seven-day program covering such topics as executive leadership, strategic thinking, leading volunteers, ethics and leadership, and media relations. Headquarters also hosts other executive meetings, seminars and special events throughout the year and frequently welcomes distinguished visitors from government or military offices and aviation corporations.
